OK, these are paper party hats...you can't tell from the photo, but they no way look like the picture. They sit on top of a child's head like a party hat. The top of the hat and the band are barely connected so not very durable. And the postage was higher than the product which was expensive enough $1 each paper hat, what a rip off...bought from costumes.com.
